Jim McGovern (Democratic Party) is a member of the U.S. House, representing Massachusetts' 2nd Congressional District. He assumed office on January 3, 2013. His current term ends on January 3, 2027.

McGovern (Democratic Party) is running for re-election to the U.S. House to represent Massachusetts' 2nd Congressional District. He declared candidacy for the 2026 election.

Biography

McGovern was born in Worcester, Massachusetts.[1] He earned his bachelor's and master's degrees from American University in 1981 and 1984, respectively.[2] For fourteen years, McGovern was a senior aide for late U.S. Rep. John Joseph Moakley (D). In 1990, McGovern was appointed to lead the Moakley Commission Congressional Investigation into the 1989 murder of six Jesuit priests, their housekeeper and her daughter in El Salvador by the Salvadoran Army. That commission's report led to a change in the U.S. foreign policy on aid to other countries.[1]

On his website, McGovern said, "As the son of small business owners, Jim McGovern knows that small business is the backbone of America’s economy. Jim grew up working in his parent’s package store in Worcester, so he knows what it takes to help businesses grow."

  • Education

On his website, McGovern said, "The Third District is home to some of the best institutions of higher education in the world. And Jim McGovern has been worked tirelessly to help families afford a higher education, including authoring legislation to increase Pell Grants. Jim believes that for students who get into college, the focus should be on succeeding in school, not on worrying about how they will pay for it."

  • Energy

On his website, McGovern said, "Jim believes we must reduce our dependence on foreign oil, improve energy efficiency and – most important – create new clean energy jobs here in Massachusetts."

  • Iraq and Afghanistan

On his website, McGovern said, "Jim McGovern voted against the war in Iraq. He believes it was a war of choice, not necessity. There were no weapons of mass destruction. The costs have been enormous."

  • Social Security and Medicare

On his website, McGovern said, "Jim McGovern believes that Social Security and Medicare are sacred promises – commitments that our nation has made to ensure that our senior citizens can live their lives with dignity. Those promises must not be broken."

On August 29, 2013, 53 House Democrats signed a letter written by California Rep. Barbara Lee that called for a congressional resolution on strikes and said that the situation in Syria "should not draw us into an unwise war—especially without adhering to our constitutional requirements."[21][22] The letter also called on the Obama administration to work with the U.N. Security Council to build international consensus condemning the alleged use of chemical weapons. McGovern was one of the 53 Democrats in the House to sign the letter.[21][22]

SNAP challenge

In June 2013, more than two dozen House Democrats, including McGovern, took part in a SNAP challenge, feeding themselves for a week on the average benefit level of a SNAP recipient.[23] Participants agreed to eat all meals from a limited food budget comparable to that of a SNAP participant, approximately $1.50 per meal, or $4.50 a day.[24]
